My problem with this was Bucer’s reliance on Plato’s Republic. Also, he seemed to be thinking of what might be possible for a city council (i.e. Strassburg). Not sure it would have translated as well on the part of Edward trying to micro-pastor the whole kingdom.
These are vague memories, however.
